Answer: You can still bring in decent size fish with the 2500 dont let people tell you different. People will also try saying baitcasters are better and cast further but this is not true spinning reels cast further just not as accurate as a baitcasters. 2500c is good for fresh and salt water fishing and you can pull in atleast a 25lb fish with the right rod.

I was hoping to save money and still walk away with a decent, functional reel capable of handling striped bass, sea robbin and bluefish from the surf. Unfortunately, on the very first hook set of this reel's life, the gears froze up under the pressure and could not take line in or let out. Briefly the reel took in line, with full pressure, and immediately made an uneven, choppy, grinding sound and froze again. Eventually the line broke and the fish, the lure and the hook went into the ocean.
I would put the purchase price here towards a better reel, which ultimately will be better for you, your wallet and the fish.

DIDDY : Low End of Penn Spinners
I have to start by saying that this is the entry level for PENN Spinning Reels and I sincerely believe it’s the “The Best Buy For The Money” compared with other models and other name brand reels.
This Wrath 2500-8000 is in my opinion “The Best Buy” for my money, bar none. A couple months ago I ordered the Wrath 2500, 4000, 8000 because the price. On the day I ordered, the prices were $29.99 for all sizes. Prices and stock fluctuate on all Reels due to the time of year or season. I also liked the specs that I downloaded from PENN.com and as importantly I have always loved the ease of ordering parts directly from PENN.
I wasn’t disappointed from the first day. All three sizes are quiet and smooth. I use them for for saltwater bait and jerk casting in north Georgia to surf fishing down on the Gulf coast. I have caught just about everything possible from bluegill bream to catfish and carp. I have used the 2500 with a 4 lbs line for fly fishing with trout. The 8000 with 30 lbs test monofilament line, does well for big Cats in West Point Lake to Rays and Skates down on the Gulf of Mexico (it does well no matter what size and I really appreciate the weight and size of the 8000).
These newly designed Penn WRATH spinners look nice with any color of line and rod but the ocean blue line really makes it look like a high dollar reel. Much more importantly, each size performs as well as any spinning reel I’ve owned for the price range. Saltwater but the is now my favorite. After looking at the diagrams of several reels in and above this price range of $30-$70, I concluded that Penn’s re-engineering has made this reel in the best class for both saltwater and freshwater spinners. (Lightweight saltwater for each size other than sizes 6000-8000).
I tried to order a couple of 5000 or 6000 and another 8000 for weeks now but it’s been sold out, but Amazon has assured me that more is coming back in stock soon.
I highly recommend the WRATH Spinner for a well designed, well built freshwater or saltwater reel. (By The Way - be sure to rinse off with tap water or hose after fishing in saltwater or brackish water.)

Excellent value for the money. This is 1st Penn reel I have ever owned, but do have a multitude of other brands. Have been using throughout Crappie season this year spooled with 4lb line on 6ft UL rod. Casts well, has good drag system for smaller fish. Only negative is lack of anti-reverse on/off switch. (Unless it's hidden and I missed it) Other than that one personal preference complaint, excellent product.

Reel is tough good drag. Pair it with power pro 8 or braided spider wire to make your cast long and smooth. Tried it with other less expensive braids and it wasn’t as smooth with those.

I'm a big advocate of simple fishing and this reel is perfect and versatile. I use it to catch small sunfish as well as 6 lb bass. It's smooth and durable with a reliable drag. It also looks cool.
One thing that makes this reel different is that there is no "reverse" switch to let out line. This can be considered a benefit to brand new fishermen/women because it helps avoid confusing knots, however it can take a bit of getting used to for the experienced individual that is used to using a reverse switch to optimize the line for casting situations.
All-in-all, I highly recommend this reel.

Penn reel, $30, why not give it a shot. Was looking for a surf reel that was cheap, and when I opened this, man feels super we built. Penn builds tanks, and that’s what this one is. Just threw some 20# braid on it, and will edit once I land some fish on it! But overall, feels and looks great!

Dedicated to the surf and this thing performs. Drag is pretty smooth for the money. Bulky for a 2500 size but perfect for my use. HIGHLY recommend it

I bought the 4000 and have had it one day and got this upper slot red on it, it performed flawlessly! Bought it because I was getting man handled by fish so slapped some 20 pound braid and your set. It is as good as pursuits very smooth not heavy and you dont feel bad beating on it! Great value and must buy for the angler on a budget!

I used a Penn 720 reel as a kid. Still have it, consider it “retired” it’s over 30 years old... I recently purchased Pflueger President 25 spinning real, super smooth, very light, 10 ball bearings, <$60, it’s my everyday reel but decided I needed a backup/guest reel and ordered this Penn. I knew it to be a class-step down from the Pflueger, but figured it would be a serviceable back-up... I was wrong! The Pflueger has me much too spoiled. I’m returning the Penn and investing another $30 to get second Pflueger. It’s so much smoother, casts further and has a lever to turn off/on the anti-reverse which allows the spool to free spin with the bail in place which is important to me. I’m sure the Penn will last a long time based on my own experience, and though it’s a budget/value reel, it’s simply not very enjoyable to fish with, to me.

I been fishing with this reel for a couple months now and I must say for the price I am impressed. Now the quality is not as good as the more expensive pen reels I own but this is perfect for having on my flats boat getting tossed around. I can see the potential weak points in this reel but at the price if it ever breaks I wont be upset buying another.

But since you can buy Penn pursuit III at just a little more (when there is a special), I would recommend pursuit instead, which to me it's a real workhorse of a reel.
