1000,2000,3000, etc, is the difference in the strength of the reel? Newbie here, and just wanted to know if the higher the model, the heavier fish?

Answer: Yes...kind of. Numbers have nothing to do with strength, it's referring to spool size. The higher the number, the larger the spool (more line), but the weight of the reel also increases.You might go to YouTube to get a more thorough answer on matching reel size to fish species. I bought this little reel for trout and panfish for an ultra-light pole. It is well rated and very well made. Hope this helps.

Is the 3000 model a good for surf perch fishing?

Answer: I think a 6-7 foot rod would be better. 2000 model will fit 4 feet.
