Megabass Pop X, Bent minnow, Pop R, Torpedo. I love topwater time.
It seems to change about every year or two for me.
The Duo Realis Pencil has been very good.
Last year the Paycheck Baits Repo Man was killing it for me.
Contains both internal glass and tungsten rattles that the brown bass here seem to like quite a bit.

I have had some of my best days for smallies fishing the strike king mini buzz bait and following the shade line on the smaller creeks I fish.
As far as largemouth go, this season and last it has been the megabass pop x and pop max.
I like to throw frogs, It's so much fun when they come up and grab it, But sadly the frog is now filling with water i guess it's time to get a new one or seal it.
I've also have used a Rapala Original Floater as top water for a few bass.
If not using top water, I'll use weight or weightless plastics.
I've always found it dépends on the day. Sometimes they like the pop r or skitter pop, other times it's a baby spook or a prop bait. Regardless, you can't go wrong with topwater baits when the smallies are on, it's really one of the best fishing scenarios and I try to take advantage every time the situation présents itself!
I feel walking-style baits seem to produce best for me. My favorite smallie topwater would definitely have to be a bone one knocker spook. Landed a 3.24 lber on it last summer and was one of the biggest adrenaline rushes of my life. From shore to boot! Love me some topwater.

Frog and the Pop-R

Rapala skitter pop, jitterbug, and the whopper plopper 90 have all produced strikes/fish so far this season for me when targeting brown bass. More so the skitter pop with the stop and go retrieve. It tends to move more water because of the blunted nose.
Pop Max and WP 110 have been the best so far
It is tough to narrow down a favorite and I enjoy fishing them all. There are 3 baits that generate strikes from big fish more often than others, including buzzbaits. The first two are walking baits, I'd say it is a tie in effectiveness, the Super Spook Jr. and the Yo-Zuri 3DB Pencil! The edge would go to the Super Spook Jr. just because I've only had 2 seasons with the pencil but both of those are wicked effective for calling up the big girls. The 3rd bait is the Yo-Zuri 3DB Prop, I really like the Heddon Dying Flutter and of course the Smithwick Deveils Horse but the 3DB Prop is a different animal. It is similar to the 3DB Pencil in the body design but a little shorter and it has a single rear prop that is plastic, I dismissed it until my buddy got one and was thumping big smallies with it. The plastic or polycarbonate prop is UV treated so it has a light blue tint to it, I don't know if that really does anything, but I can tell you it makes a different sound than any other prop bait and the big fish respond to it and the prism finishes work in gin clear water, that is the one topwater bait I'd take for smallmouth if I could only have one.
The Megabass PopMax and Pop x. They catch tons of fish and are fun to fish.

Whopper Plopper 90 in bone for me. Have a 110 on the way though, so I may have to amend this statement soon. Nothing beats a smallie hitting the topwater and getting the fight underway.
Rapala Original Floater. I have literally been catching fish with these for 35+ years and I still have the first one my dad ever bought! I have caught every kind of fish that will take a topwater bait with a Rapala Floater. I just caught a bluegill with one last weekend. Not saying it's the best thing on top of the water. Just saying it's part of my family now! LOL
I can't just pick one, so how about my favorite in each category.
The pop-r in the true popper category, pop x in walking popper, junior spook and arashi top walker, booyah pad crasher frog, accent game changer buzzbait, and 90 sized whopper plopper.
Zara Spook, and Whopper Plopper. I've probably caught more bass on Zara Spooks than all the others I have combined. Haven't been using the Whopper Plopper very long, but so far I really like it.

Rapala Pop R,Chug bug and Pop R
LC Gunfish 90, LC Sammy 100, Cotton Cordell Crazy Shad and Jackall SK-Pop Grande.
In addition to the number of baits that people have stated earlier do not dismiss a shallow swimbait or wake bait.
For smallies, its buzzbaits. Unless conditions on my local river are crazy, I almost always start with a buzzbait and don't switch until it stops working. Booyah with the clacker and skirt removed. Lately I have have been running beaver style baits instead of skirt, sometimes a ripped in half Yum dinger.
Original #11 balsa Rapala, buzz bait, Yellow Magic, antique PIco Slasher, Jitterbug.

Super Spook Jr. with rear dressed treble. Also had great luck recently with the BBZ-1 Rat30 in nasty shad color.

Whopper plopper 90 bluegill. Caught my personal best smallie on this just recently.

Zara Spook in black is my go to surface but I also have done well with poppers and jitterbugs.

One of my favorite topwaters is a Rebel Pop-R.

I've never had much luck fishing frogs or toads for smallies. I have one lake I can get them to hit it pretty regular, but you can catch a couple dozen on a Whopper Plopper by the time you get 1 to eat a frog, but the 1 bite will be super violent.
