Snapper G asked for a reel under $100, not $9 over, or $20 over. For under $100, a Citica 200D is the best you'll get. There is not much discussing to do.
I saw some going for $65 at Sports Authority and $75 at Dick's. I would take a Citica 200D over Revo S any day of the week (and I do own both).

Any day now the BPS Extremes will go on sale , they are 80 bucks usually and they will go on sale for 60
I use both, without issues and I use them frequently

The Citica is a fine reel, but I would gladly trade it for another Prodigy.

My Quantum Energy PT was $94. But I would look for a Shimano Curado D on eBay. You can easily get one for under $100.00.

I've been checking out reels in this price range all this year and have gathered quite a bit of info from here and other forums. I've handled all the reels I am going to suggest also. Here are my objective suggestions in order.
1. Citica 200D (not DSV) These are awesome! They do weigh a little more than some of the other brands in this price range but when you have them on the rod you don't really notice it that much. Quiet, smooth, and easily adjustable. I throw weightless senko types with mine all the time, also lots and lots of baits in the 1/4 -1/2 oz. range. 2 brakes on in no wind, 3 on in moderate wind, 4 on in strong wind. Seldom ever get backlashes and if I do it is usually my fault. This is the only one of the suggestions of which I actually own at the moment and so thus the #1 rating.
2. Daiwa Exceler 100H. I've got a thread going on this one here now. Check it out. From previous knowledge acquisitions, I've learned that these are fine choices for the weight ranges I like to throw. Same reels as the Procaster Rojos without the flipping switch. The Rojo wouldn't be a bad choice either so I'll include it with this one. And hey, they're Daiwas, my second choice in BC reels just behind Shimanos. Google them and learn more.
3. Bass Pro Shops Extreme Bait Casters. Nothing but good reviews on these anywhere you look. Sure there are lemons in every lot, but this is true with all other reel manufacturers too. I don't believe these are as good for light weight lures as the first two but definitely a reel worth the bucks. As has been already mentioned, sales on these are pretty regular and picking one up then would be the way to go. They also make a really small version - the ETX05HB - if you thought you might want to work it into your arsenal. Search here on the forum and also at Bass Pro's website. These feel really good in your hands too.
4. Abu Garcia Silver Max. Probably not as good for lighter weights but the general opinion of all who have them is that they are great for pitching and flipping and cranks and spinnerbaits. Just under the ProMax and just above the BlackMax, it's a great Abu Garcia in a medium price range. Many have compared them to the Revo S and say they are almost as great as those reels are. They do have the same look and feel. A google search on this one will tell ya more also.
5. Quantum Accurist 500PT. Not much of a Quantum fan but the reviews on this one are pretty decent also. Just be sure not to get this PT confused with the regular Accurists which come in blue, red, and silver I think. Most places have these marked down to the $80 ranges now for closeout. Google on this one too.
6. Gander Mountain Guide Series reels are said to be made by Pflueger and are pretty nice feeling and smooth operators too. The warranty issue would come into play on these though. I wouldn't pick any of 'em up unless I had a Gander close by for refunds or replacements.

i got a brand new revo SX on fleabay for $99.99 shipped...that is the best reel for under $100.
otherwise, i'd have to say either the ABU garcia pro max ($80) or the shimano citica 100DSV (if you can find it) or the BPS prolite finesse (especially when it is on sale).
the pro max is my farthest casting reel; it is truly phenomenal when it comes to distance...it kicks the tushie out of my revo S and SX in that department and i am at a loss to understand why. i bought it as a backup but, because it casts so long, i have it permanently mounted on my lamiglas crankbait rod to throw those light 1/4 oz. cranks. not nearly as smooth or as solid as the revos but not bad.
i love my citica 100DSV. small, light, near effortless to cast and almost never backlashes on me. i had a citica 200D but it was just too big and heavy for my liking.
the BPS prolite finesse is the one that shocks me. i bought it on sale for $70, mainly to throw small dartheads and light stuff (which it does extremely well) but, as it turns out, it is buttery smooth and the braking system works awesome. small and light as well with a strong, smooth drag.

There probably is no "best", everyone has a "favorite".

I have had the daiwa procaster 100h for over 2 years and it is still smooth and reliable. You can find one for about 60 bucks.

Cabelas has the 9 bearing Procaster Rojo on sale for $59.95. Thats a steal and if its not the best baitcaster for under $100 its pretty dang close.

While I can't say the Procasters are the best reels under $100, I like them enough to buy four of them in different flavors.
I've got a Procaster 100H (like the one in another siteatick's pic except black/gold), a Capricorn 100H (9 bearing version of the Procaster 100H), Capricorn 100XTC (Dick's ported spool version of the Capricorn 100H), and a Procaster Rojo (basically a Capricorn 100XTC with a flipping switch)
They're all nice, solid reels with good drags and decent brakes. They're built on aluminum frames (not graphite like many of the sub-$100 reels) and they're all available for less than $60 if you look around a bit.
