What's a good price and what he'll take may be two different numbers. Most people think their rigs are worth more than they actually are. You have to decide what you will give and make an offer below that to see how much he is willing to wiggle. Go from there and see how it plays out. Some folks aren't willing to budge so you'll just have to open the ball and see how it goes.
Good price for a Ranger I'd say, the one problem is that boat is way underpowered. Too compare, I paid $10,000 for a 2000 with a 175 Mercury and it wasn't in as good as shape as that boat. And I sold it to a guy who then sold it for $13,000. Rangers hold there value.

I don't need 70mph. 45-50mph is fine.
Unless that boat is so underpowered it would strain the motor.
That price seems to have some personal value rather than actual market value in it based on his post. It does look like that boat was ridiculously well taken care of though . By the pictures it looks almost show room new which is a really good find. I wouldn't pay his asking price but it's probably not too far off with the condition that it's in. I don't know the specifics about that particular hull Storage wise but personally I wouldn't pay that for a boat that had short rod lockers. That's just a personal opinion though. I have a lot of 7'3" + rods that I want to be able to store in the locker and not on the deck in the way
boat should run around 45-50. My old ranger with the 175 on the back and a four blade 25 pitch prop ran 58 to 60 .
Ask the guy about having the motor checked out professionaly. If the 30 hours on the motor is true the motor did a lot of sitting. Might have dry rot gaskets and rubber. If it wasn't stored properly there could be internal corrosion
Asking price is high if you ask me.
I have an 01' R73 with an Evinrude 115 (so pretty close match to this), and it does about 43 top speed. 45 with the wind at your back maybe. Plenty fast for a 17.5' boat. I bought mine in 08' for $10,000 and change and it was in pristine condition.
That said...........I wish I'd bought a bigger boat especially with whats on the markets today. You can get more for that money if you're not set on a Ranger. Don't get me wrong, I love Ranger boats but if I could do it over I might have opted for a bigger boat, different brand at the same value. just my .02
That boat specs are as follows: 17 1/2 long Beam 87 inches weight 1365 pounds gas capacity 25 gallons and most importantly max horse power 115 horse power. A little research tells a lot. The boat is not under powered it is max powered. Noe that does not mean it has any more room however. These are nice boats and in its condition should be worth a look into. The dual consoles are nice but take up room. First thing to do is physically check it out. Look at you tackle and think where you would store your stuff and I might even take my longest rod and see if the rod locker works for you. It is a nice boat

Max HP on a 17.5' ranger is 130. Not drastically under powered but it depends on the engine condition.
I've always said, when a seller feels he's getting too little and the buyer feels he's paying too much, you've reached the right price.

IMO, that's high. as for add-ons adding value, they need to be somewhat current. That old Garmin won't add anything to the price, but I'm sure he added what he paid for it to his asking price.
17.5' dual console will have a short rod locker and front deck area.
To me it's very important that the boat and trailer was garaged and out of the weather.
No reason to offer full price or not get everything including TM and sonar units.

If that boat fits your needs, and is in great condition, I'd give him a fair offer based on the NADA, maybe go all the way up to 14k if the motor check out as pristine. If he bites, good, you get a boat. If he stands firm, no worries you have all the time in the world to look elsewhere while your offer stands... Maybe come January or February he drops his price...

You might want to be looking up the correct boat for him before giving him what he should and shouldn't be looking for...The ad in question is for a 2006, not a 2005(your link is the 2005). 2006 175's have a max HP of 130.

NADA is not necessarily a great judge, just a starting point. It's what banks and insurance companies use to value boats and may not necessarily be a real world price. That being said, I agree with you. If the boat fits the OP's needs and it checks out mechanically, go for it
I stand corrected I am surprised since Ranger did not change the length or beam. Had to be a marketing/packaging change. They could not have changed the transom much since the hull weight did not change

Thanks for the recommendation on price. It's good to know that $14,000 is the max to pay for that boat.

He wants a little too much at the moment. I think a deal is reachable if you're planning on keeping it for a while though. Boat is in pristine condition. Electronics are outdated, and in need of additional money to update, but aside from that it looks great. Personally I probably wouldn't buy a 17 footer with a dual console just because it takes up a lot of space, and usually cuts into the rod locker. An 18 on up I like the additional console. If it works for you then you're golden and it'd make a great boat. The only thing I'd check on is the motor and make sure the saltwater series doesn't have the longer shaft. That could be a drawback if it does. It doesn't look like it in the pics, but it's worth looking into. The 115 isn't drastically under powered, and should push it into the mid 40's.

Most of the boat's in the VS and VX series had this designation. Depending on the year, it was sometimes put on the boat, and other times left off (like this one). In both of these series, a VS model was the single console version, the DVS/DVX was the dual console model. I believe they used that designation all the way up until the Z series with removable console. The cap of the boat was no longer made from a different mold, since the passenger console is just bolted in.
I understand his interest in getting top dollar. All of us do. However, its important he understand that time is not on his side.
He says in his CL post " The boat is paid for and I do not have to sell it " . That's good and all as long as he understands that with each passing year, his asset value drops.
You can use NADA to see what kind of year over year depreciation he can expect to see. Also he is paying for insurance and possible storage costs in the winter. This starts to add up.
And...from his location in MSP (and from the pics) he does NOT likely have a garage large enough to store 2 boats. So if he takes care of his stuff (like it appears that he does) he has to find additional storage.
Expect to pay a little higher than NADA if it truly is pristine and the motor checks out as such. But use this rational approach to break through his emotional attachment to the boat and his pride of great ownership. Time and $$ is on YOUR side on this one.

And I do agree with the seller -in as much as I don't care what the NADA value is or what the seller is "Asking" - because when selling a used ANYTHING - the items resale value is determined by what a buyer is willing to pay and that is only determined on the day it is sold.
A seller can ask for the world but inevitably the buyer determines it value. Sometimes it's more than what the seller expected, but often times it's less.
A sellers motivation to sell can be driven by many different factors. When things like ones Time, available Space & Money begin to or continue to be negatively effected by no sale, a seller often begins to recognize the reality that the Asking price is just that - asking. As the motivation to sell increases often the for sale price decreases. A good deal is nice to find but a good used boat is hard to find.
If it's a clean as it looks, You may want to consider buying it, selling that O/B and repowering it with more HP.

Mine is identical to the one for sale (except the over the top graphics) other than the motor (I love Suzuki 4 strokes!).
There was one for sale locally with a Yammie 150 4STK on it...I'll admit I was tempted...but the process of re-rigging...for 12 more HP...not worth it to this sorta-old guy.

NADA is a horrible source for what boats are really selling for...at least in the upper Midwest.
I've never seen a decent boat sell for anywhere near as low as the price they publish.

I was told NADA is what insurance companies go off of. If you buy something well above NADA, wouldn't the insurance company not insure it that high?
Generally speaking...Insurance companies will insure for whatever you want to pay a premium for.
make sure "replacement value" is what it's covered for. If something happens...and they lowball you...suggest that they go out and find one for that price...

Underpowered? I'm sure the owner would entertain a test drive if you're serious. Then you'll know. As its about a decade old you may be upgrading/replacing things such as batteries, electronics, etc. in the near future. That OB is good for 1000hrs and the boat a lot more than that.
Take it to a reputable ranger dealer to get checked out. They will know what to look for but it does appear to be immaculate and 30 hours is nothing. Its not even broke in yet..lol If all checks out offer him $14k and plan to settle around $15k.
