Answer: yes it will float but I highly recommend a tether, to tether it to your vest or clothes.

Answer: No The net is wood except for the netting itself.However it is a great net for the price. The rubber netting is better than the typical mesh net. Also this net will not harm the fish. Great for catch and release.
