Answer: There are no tools. I just slip the center thru the skirt then over the skirt holder on lure.

What is the pencil size tool that came with the bag of skirtsbag and does it help you instal on lures?

Answer: I didn't receive any tools. I just pushed them on.

Answer: No tools needed just run the hook thru the band and slid it up to the proper spot (groove on shaft) so it will hold skirt
