My lures DIDN'T FLOAT in Fresh Water. They come to the top when reeling in, but not at a slow speed. I put a small bobber on mine and it still would sink if I dropped it straight into the water.

The tail rotates good, and has good water action. I would have given 5 if it floated by itself so I could reel in slow..

Edit: I used a smaller swivel and it floated enough that I could real it in slow. It didn't sit on top, but it would slowly come back to the top of the water. I gave it another point to a 4.
