Got to the lake early today and wanted to launch,but was held up by a One man Pontoon sitting on the boat ramp(Unattended):

I look over and see a sign:

Now the sign clearly says that Interfering with launching of watercraft is prohibited.I mustve waited a good 20 minutes while this yay-hoo took his sweet time getting his stuff organised up at his truck in the parking lot.After he came back,of course he had to put on his waders and whatever else fly fisherman do. He knew I was ready to launch,my vehicle was backed up ready to go,but he just dilly dallied along.Couldnt he just have moved to the side so I could do my business,get in and out and be done.

Now the question. Is this considered INTERFERING(Like on the sign posted) or is this just being inconsiderate?

I did a little research and the statute on the sign is as follows:

5-347. Interference with navigation or launching areas

A. No person shall unreasonably or unnecessarily interfere with other watercraft, with the free and proper use of the waterways of the state or with areas used for launching watercraft onto such waterways. Anchoring or swimming in heavily traveled channels or launching areas shall constitute such interference.

B. No person shall camp or park any vehicle on any boat launching area or otherwise restrict or prevent free access to any area.

I would say he was interfering. after 5 mins I would have asked him to move, if he wouldn't he would be swimming after his little raft. I have no patience for people intentionally making people wait on them.

Probably interfering, but you have to look at it from his angle as well.  Doesn't make it right, but he is one of those who probably assumes that since he was there first he can take his time and not rush.  If he is not able to be reasonable and notice that he is holding you up from launching then chances are he would not be reasonable when you ask him to move it along.  Not sure you would win either way.

Well, I certainly understand the difficulty for the guy who's launching a boat without a trailer.  I keep my jonboat in the back of my pickup so, I have to back down the ramp, then pull the boat out, attach the outboard, etc, so I'm sure I've ticked people off too.  But twenty minutes?  It's never taken me more than 5 MIN from the moment I back the truck down the ramp till I'm done and someone else can use the launch.

interfering. You always could of politely asked him to slide it to the side so you could pull down in and launch, and if he would've said "NO" then I would say "There's no guarantee how that raft is going to look when I run over it then, because there's a sign right there, I GUESS you know how to read." ;D

I would have asked him very nicely to move it to one side so I could launch. If I got no response then I would have carefully moved it myself. If he would have got mouthy with me I would have taken it to the next level.

x2, The next level being, put the little boat back and back your rig as best you can into the water next to the boat, looks like here is plenty of room ;D.

Definately interfering... although he may not be the brightest apple in the bunch and he could claim ignorance.  There is obviously plenty of nice gravel area he could prep on off to the side of the boat ramp.  No reason for leaving the boat right there.  I could see possibly if the ramp was the only water access and the sides were really grown up or something, but even then he should have all his ducks in a row before putting it in the water.  Then your only required wait time should be the time it takes him to park his truck and walk back.

i gotta an inflatable pontoon, i would of built it off the ramp since it appears there's the space. takes me about 20min to build, so i need to be very conscious of where im setting up. i would say definitely inconsiderate on his part.

interference would be a legal matter it seems and since he is launching i dont think hes interfering except with you. that law is there so swimmers, families, and such dont setup there and think they dont have to move cause they were there first.

I launch my 10 ft Jon out of the back of a 1980 Ford Econoline van. I remove the boat from the back of the van, guide it over to the side of the ramp(off the ramp),unload all my stuff out of the van,set it off to the side,then I hop in the van and go to park it. I then go down to assemble my gear,install my TM /Battery and such.

The problem I had with this little pontoon,was for about the first 15 minutes,I had no idea who the pontoon belonged to It was just sitting the unattended,noone was around. Then I see someone coming from the parking lot and assume he is the owner,and I was correct.

I was tempted to move the pontoon to the side,but was concerned that this may cause some problem as I certainly dont like people messing with my stuff,although this guy was clearly in the wrong.

   From someone who is not always the fastest launcher or retriever, I would say...interfering. If it was just a matter of her was a spaz (something I have experience with at times), and he was trying to get out of the way ASAP, that would be one thing but to take up and entire ramp (I assume this is the only one at that launch), while you do stuff you can and should be ahead of time, is ridiculous.

You were a lot nicer than me. I would have said something to him. I have a lot of patience for the guy who is trying to get out of the way but just cannot see to get going vs. the guy who carries on like he is the only person in the world and nobody elses time matters.

I hope he apologized for the wait at least. I would have asked him to move it after about 5 minutes of waiting...it's not like he has some heavy rig that takes any effort to move out of the way. Interfering? I hate people that just feel entitled like that! After ten minutes I would have moved it myself....

To me, this guy was a jerk. From your picture, there is a nice sandy area he could have used to set up his blow up toy, especially if he was not ready to go. The ramp was made for motor vehicles. I would have said something. If that sign has a phone number to report violators, put it on your cell phone speed dial. His boat should have a number or some identifying marking. I would call and file a report. Next time he may act different. Our water violation number is already programmed in and I have used it.

I was launching a 10 ft Aluminum Jon Boat out of the back of my 1980 Ford Cargo van. I usually stop the back tire right at the waters edge,and proceed with removing the boat out of the van.

Had I of done this in this case without moving this other parsons rig,I would have surely run it over.

It would have taken no time for him to move his pontoon to the side to let you go. I would have asked nicely, and then done what I had to do.  :)

Two weeks ago at a public ramp here, our weigh in was at 3pm. There is only one dock in the middle of two launching lanes so tying up somewhere and weighing your fish is not an option. Everybody (all 30 of us) had to get our boats out to weigh. We came into the very small cove where the ramp is and everyone was idling around waiting to get their boats out. I noticed only one of the two lanes was being used, causing a MAJOR backup. In the other lane was a jet-ski. Tied up right in the way and nobody around. Well, 15 minutes later, Willie Wet-suit comes boppin' down to the dock and everybody starts giving him some, well, we'll call it 'advice'. Evidently, he launched his jet ski and had to put on his wet suit in his truck and while he was doing that, he got a call on his cell phone that he just had to take. Give me a break man, the last thing you should do is launch your boat or whatever it is you ride in. Get everything together first, then launch your boat.

I can understand when new boaters or older folks have a hard time getting their boats on or off the trailer and I'll often offer to help them get it done quicker but some people are just oblivious to whats going on around them and have no cares except for themselves.

The problem is that for the first 15 minutes,I had noone to ask to move the equipment. Noone was around. It started out to be a nice day to fish and I didnt let it ruin my day,I launched right after this guy got his stuff in the water. The weather stayed nice for a little and then the weekend crowd started showing up,raising a ruckus,swimming right in the path where your casting,RC boats, People skipping rocks,dogs in the water ect,and then the wind came and that was all she wrote. I stayed on the water,but the bite just went away.Either that or I just couldnt concentrate anymore.
