How does one order specifc colors?

Answer: Look for a different producer, or inquire directly if this one packages single colors.

Does it come with the lead weight?

Answer: These are small hoochies, the size you might use for kokanee or trout trolling. Line is inserted through the front and then (generally) 2 smaller hooks (e.g. 4s) snelled with the second trailing hook tip just past the skirt. Any lead is applied beyond a flasher, so generally, no use of lead in the hoochie. One could possible use it with a larger hook with lead already in place. (as in, a jig).
