Answer: You are correct. For fresh water hooks the larger the number the smaller the hook. Smallest size I know of is a size 30, mainly used for tying small flies.

Someone had written good for smelt - or I saw it in the description.... these are 1/0 hooks no way a smelt could bite it :-)
maybe a smelt on steroids... a 12" or 18" smelt....maybe :-) Mackerel probably killer
