These blanks without hooks will float but you have to play around with hook and split rings sizes to get them to sink slowly or just suspend. I have sold a pile of these and I can say my customers love them. As far as diving is concerned if you get them to sink slowly you can count them down and get them to a depth you want and then jerk them.
